Assistance for Families
PHDC is working with PHFA (Pennsylvania Housing Finance Agency), and Community Justice Project (CJP), in an assistant economic Program called CARES - RRP (Coronavirus Aid, Relief and Economic Security - Rent Relief Program), to contribute with rent payments, for families who are renting a household in the Commonwealth of Pennsylvania, and because of COVID-19 effects into labor sector, they can’t pay their leases by their own.
To be eligible for this assistance, lessees must answer the following questions:
Do you have a household income below the area median income? (HUD - income limits areas).
Did you become unemployed after March 1, 2020, due to COVID-19? ; or BE experiencing 30% or more of a reduction in your annual household income due to COVID-19?.
Are you still in contact with your landlord? Landlords and renters must apply together to complete the application eligibility process. Because the landlord must agree to participate in the program complying with all its conditions.
Do you have a legal lease document?
Also, if you are looking forward to applying in this program, you can provide your address to us, to check the area median income from your County.
The CARES RRP most important features are:
Maximum amount of assistance available monthly per lessee is $750.
Assistance covers no more than 6 months of rent.
Maximum funding per lessee household is $4,500.
Assistance will be provided for payment of a total of 6 months or until such time as the household income increases to the pre-pandemic level or to an amount which is no longer a 30% reduction.
Assistance payments must be made to landlords/property owners only.
To complete your application for rent assistance includes all of the following executed documents to be sent to us (Hispanic Corporation):
Lessee Household Certification/Renter Application
Proof of residence (Service invoice/bill, bank notification, or other with the address)

Assistance for Landlords
At this moment we are working with the PHFA (Pennsylvania Housing Finance Agency) and CJP (Community Justice Project) in an Assistant Economic Program called CARES - RRP (Coronavirus Aid, Relief and Economic Security - Rent Relief Program), to contribute with rent payments, for families who are renting a household in Pennsylvania, and because of COVID-19 effects into labor sector, they can’t pay their leases on their own.
We know that is a complicated time for everybody and that is why we as a Hispanic Corporation are working as intermediaries to process the application of the Rent Relief Program and help the leases to have this rent assistance.
To be able to apply for this assistance the tenants and the landlord must apply together and we will need for you to fill in:
Landlord / Property certification.
And we will need for you to provide the following documents:
If awarded, must provide a signed W-9.
There are some requirements in order for the application to be approved. As the landlord you will receive the authorized amount of $750 per month for a maximum of 6 months covering from March to December or until the household income goes back to pre-pandemic levels.
Another requirement will be to waive any displacement of residents or eviction proceedings within 60 days of the final month for which the assistance funds were applied. We work with really responsibles tenants that due to the current health situation have been really affected. We are hopeful that with this rent relief the tenants will stabilize and can continue to fulfill their monthly rent payments.
